As small businesses and municipalities grow, the importance of efficient organizational methods for state and local human resources also increases. By being aware of the resources available, small government offices can enjoy more reliable operations, and better knowledge of budgeting and funding issues. By building a strong, computerized state and local human resources system, they can also efficiently process functions such as payroll, which can help maximize the effectiveness of personnel.

Until recently, many small government offices have had to rely on outdated database software or manual ledgers and entry books. While the growth of the PC as a strong business tool has allowed some sizable government offices to automate functions since the late 1970s, software has remained crude and decentralized. Systems in different departments often lack compatibility, and identical information sometimes needs to be entered multiple times due the lack of a comprehensive state and local human resources database.

Modern State and Local Human Resources Software

Current systems are capable of processing very large amounts of HR data, and some can take advantage of client/server systems architecture, allowing many remote terminals access of up-to-the-minute information and postings. HR data such as an employee's attendance, skills, and certifications are all sorted and traceable. Time-based events, such as commendations and certification expiration dates are also traceable, with the option of automatically generating renewal notices or completion dates.

Some HR software is capable of integration with accounting software and an organization's general ledger system. Users can take advantage of automated payroll, as well as other computerized budget preparation functions. One other convenience of some HR software is building and managing contract forms.
