Networks are a form of intranet. Intranet is established by a virtual private network (VPN). VPNs rely on the intranet created by the network of computers in an office to communicate with one another. The Internet, on the other hand, is used to communicate with computers outside the network that may be part of the larger VPN for a company.

A VPN is hosted on a server. The server is a central computer that links together every other computer connected to it on the network. Servers help facilitate the flow of communication between everyone connected on the network. While an intranet can be run without a central server, the speed of communication will be severely limited, as every computer running on the network will be forced to do its share to keep a connection alive.
