When choosing a program, it's important to honestly assess your own computer skills--these programs can vary greatly in terms of skill level. There are some programs that do most of the work for you by providing templates, letting you simply add original text and pictures. But some programs out there expect you to have a college degree in website design. Although these programs may allow you "play God" with your site, trying to use them might be so frustrating that you'll want to give up. Another big factor in choosing a program is cost. Web development software programs vary greatly in cost, from hundreds of dollars to free. Although you might not need all of the bells and whistles that come with the more expensive programs, they usually come with comprehensive customer support, which could be a lifesaver if something goes wrong with your site (and it's likely that it will). If you are willing to dive head-first into website design, it's worth learning HTML, the programming language used to build websites. HTML stands for HyperText Markup Language, and in 2000, it was declared the international standard for website design by the World Wide Web Consortium (W3C).
