Uniform Guidelines

There are many functions that performance assessments, program evaluations, and employee surveys must fulfill, there are a few uniform guidelines for crafting effective evaluations. In general, the guidelines aim to push evaluations to foster discussion about the program, procedure, or employee in question. As with all evaluations and assessments, the reliability, validity, and utility of the whole project must also be considered during all stages of the design process.

A Few Uniform Guidelines for Crafting a Survey

One of the most universal of the uniform guidelines for creating an effective evaluation is to keep it short and simple. The longer a survey is, the less likely employees are to give each question the amount of thought that it deserves. Also, all of the questions should be as closely related to the main business utility of the survey as possible. Just as with lengthy questions, employees are less likely to consider questions that they feel are unrelated to the work environment.

The main uniform guidelines for creating performance appraisal surveys are often related to staying within the realms of a business utility, as well. Performance appraisals must address the employee's work as a function of his/her job description. The distinctions between different types of business skills--leadership skills, management skills, and interaction skills must also be incorporated into the design of the assessment.

Another common guideline is that any outside information or information that isn't directly observable (such as questions that ask employee's to guess others' motivations, for example) is unrelated to the needs of the business, and should thus be left out of any survey or assessment. Generally, asking employees to make judgments or predictions about unrelated aspects of the job could lead to employee answers that are colored by the survey itself. In order to maintain objectivity and thoroughness, the questions should be as direct and incontestable as possible.
