ICANN registration is a mandatory requirement. The Internet Corporation for Assigned Names and Numbers (ICANN) is a non-profit organization whose job it is to monitor the usage and performance of the internet. One way of doing this is to keep track of all registered domain names and their owners.

Smooth Operability

ICANN reinforces the domain name system or DNS to ensure web surfers easily find what they are looking for. The implementation of ICANN is responsible for the smooth operation of today's internet. They are also the reason why every domain is required to have a public record of its owner.

ICANN registration rules are being bent, slightly. Some registrars are selling domain name proxy which allow the users to pay for a domain without disclosing personal, identifiable information. Instead, the registrar is deemed the "owner" of the site to protect the confidentiality of the consumer.

When you visit a registrar you can search using the "who is" functionality. This will tell you who owns the domain in question. Additionally you can view address and contact information as well as time or purchase and date of expiration.
