When the federal policies that regulate the moving industry were changed in 1980, the market was opened to all sorts of newcomers. These days, it doesn't take much to get certified for business, so there are all sorts of them out there. However, the tough task is actually staying in business. To stay in business, small companies often provide low-ball quotes that will give them an edge on the competition. However, moving is a costly business and to stay afloat, they can't actually provide services at these ridiculously low prices. Therefore, they typically price gauge on delivery, telling you that your belongings weighed more than expected or that they are additional unexpected services charges for stairs, elevators, or long carries on narrow streets.

There is very little in place to keep these guys in check. Although they can be sued, regulations only require that they pay back additional money, not that punitive damages be paid. This makes it a big hassle for those who are ripped off, and one that few people pursue. Fraudulent van lines know this and are quick to capitalize on it.
