Although the industrial bagging machinery is not practical as a measure to keep on hand "just in case," there are implements that can be used to speedily fill a sandbag by just one person. The advantages of this type of implement are many. Importantly, you can use them right where you want the sandbags to be, thus saving a great deal of work moving heavy sandbags.
If you are reluctant to buy special bagging equipment in case you ever need it, remember that such equipment is likely to be useful for a host of other uses too. For example, if you have a compost heap in your yard, imagine how easy it would be to bag up your compost using a bagging tool. You could even use such a tool for loading up spills and messes into trash bags, or for distributing manure in your garden. These are just a few quick suggestions. With a little creativity, you can probably find more.
